Jounalists trained in local governance
December 8, 2007. NAVIN has organized a 2-day orientation on issues of local governance to journalists of major national dailies and television channels at Nagarkot. There were 5 sessions focussed in concept of local governance, fiscal decentralization, devolution, good local governance practices and role of media in fostering decentralization in Nepal. The sessions were facilitated by Mr. Krishna Prasad Sapkota, Dr. Pushpa Kadel, Mr. Ganga Dutta Awasthi, Mr. Mukti Rijal and Mr. Rajendra Dahal respectively. 30 journalists participated in the program. The journalists expressed that the program was very useful and eye-opener in the context of state restructuring. A loose network of journalists (alliance) reporting in this area was also formed after the program.
VDC annual planning guidelines prepared
January 2, 2008. NAVIN has prepared VDC annual planning guidelines with help from expert consultants and officials from Ministry of Local Development. The planning guidelines is expected to help preparation of VDC's annual plans in a participatory way in a context of no elected representatives in VDCs at present. NAVIN has provided training to VDC officials, ex-representatives at VDC, political party leaders at VDC level and people from disadvantaged groups at VDCs so that actual implementation of the guidelines could be observed.
Good Governance practices at Users Committee
January 5, 2008. NAVIN has prepared a training manual and a handbook on good governance practices at Users Committee. Local Self Governance Act, 1999 instructs to implement all development works at local level through Users Committee. There are rampant allegations that there is elite capture in Users Committee afairs. In this context, NAVIN is concerned that the development works at local level be implemented following principles of good governance. NAVIN has also planned to provide training in 200 VDCs of 4 districts in Nepal.
