ABOUT NAVIN

National Association of Village Development Committees in Nepal (NAVIN) was established in the year 1996 as an umbrella organization to represent and provide support to Nepal's 3915 VDCs. In a short span of its origin, NAVIN has been able to establish itself, both nationally and internationally, as a reputable representative organization of VDCs and has founded itself as a partner organization in decentralization process in Nepal.

NAVIN is the only representative association of the VDCs established under National Directive Act 2018 BS. According to its Constitution (NAVIN Bidhan, 2055), the core mandates of NAVIN are:

  • Protection and expansion of VDCs rights and interest as local self government
  • Coordination and sharing of experiences among VDCs for the overall development of rural communities
  • Organizational development, strengthening, and mobilization of all VDCs in line with the principles and practices of multiparty democracy.

Vision, Mission, Goal and Objective of NAVIN

Vision
"To be a truly professional representative organization of VDCs contributing towards developing them as fully functional, effective, transparent and accountable local governments."

Mission
"To empower VDCs by representing and promoting their interests and strengthening their institutional capacity for decentralized local self-governance and effective service delivery to the people."

Goals

  • Address Policy environment supportive to local self-governance and interest of VDCs effectively
  • Strengthen Institutional capacity of VDCs as local governments
  • Strengthen organizational and professional capacity of NAVIN

Objectives

  • Development as per the principle of multiparty democracy, decentralization and local self-governance
  • Coordination and cooperation among VDCs
  • Platform for raising and exchanging VDCs' issues and problems
  • Mobilization of resources for VDCs and provide necessary skill oriented training for them

Organization Structure
NAVIN's organization structure has two levels; political structure and professional structure.

Political Structure
NAVINs organization structure has, at the first level, District Committee in each of the 75 districts. A District Conference comprising of the chairperson, vice chairperson and 2 ward members ( including 1 woman member) from all VDCs of each district, select the District Committee. These selected District Committee members from 75 districts participate in the General Convention, where the Central Council is formed. Four Members elected by district conference meeting including one woman from each district represent the General Convention.  The Central Council members elect to form the Central Executive Committee.

The Central Executive Committee would be liable for the day-to-day management of NAVIN. However, it would not be possible for all the Central Executive Committee members to meet often as they have their responsibilities of their own VDCs. Hence, an internal arrangement has been made, whereby the Central Working Committee (consisting of six members of Central Executive Committee) act as the deciding body for secretariat operation and the secretariat personnel carry out their decisions.

Professional Structure
The professional structure of NAVIN is the Secretariat. The secretariat has a mix of functional departments and project departments. Programme Planning Unit, Administrative and Finance Unit, Information and Advocacy Unit can be categorized as functional departments. Similarly Rural Energy and Environment Unit can be categorized as project department. All the units have horizontal linkage between them and are accountable to Executive Director who in turn is accountable to the political board.



Financial Source
The financial source of the association shall be as follows.

  • Entry fee, membership fee as well as other financial resources  received from the member
  • Grants received from Nepal Government
  • Assistance received from international as well as national donor agencies, organizations, persons as well as other stakeholders
  • Direct and indirect income generated by movable as well as immovable property of the association
  • Direct and indirect income generated though investments made by the association

Membership Fee

Each member VDC shall make payment of RS 500/- as entry fee and RS 2000/-as annual membership fee The 50% amount out of the membership fee so received shall be deposited in the fund of the concerned District committee. Membership Fee may be increased though general consensus among concerned stakeholders

Institutional Linkages

NAVIN is working/has worked in close partnership with various bilateral as well as multilateral agencies. Following organizations are the major partners working closely with NAVIN.

    • Then DASU had been providing assistance in strengthening overall institutional capacity of NAVIN and its District chapters since establishment. HUGOU has been supporting NAVIN in similar cause after DASU's termination
    • REDP/UNDP is strengthening NAVIN for Decentralized Rural Energy Planning and Management program and has been instrumental in establishing REEDU under NAVIN
    • NAVIN is also involved with Nepal Government, Ministry of Environment Science and Technology, Alternative Energy Promotion Centre for Decentralized Rural Energy Planning and Management program
    • NAVIN had conducted the extensive research in "capacity building" of VDCs to carry out the sectoral devolution in partnership with Enabling State Program of DFID
    • NAVIN in partnership with Rural Development Program of GTZ was involved in preparing Periodic Plan Guideline for member VDCs
    • NAVIN has involved in Immunization and polio eradiation campaigns under UNICEF
    • It has conducted different activities under then Bio-Gas Support Program (BSP)
    • Similarly it is playing a significant role in as many as 10 authorities of GON as ex-officio member
